Speedway Racing Association 2006 Rules & Regulations
DISCLAIMER AND WAIVER OF LIABILITY
The following rules are for the Speedway Racing Association (SRA). Interpretation of, or amendment to, these rules may be made, however at any time. The rules and regulations set forth herein are designed to provide orderly conduct of all sanctioned racing events and to establish the minimum acceptable requirements of such events. These rules shall govern the condition of all sanctioned events, and, by participating in these events, all licensees are deemed to have complied with these rules. No express or implied warranty of safety shall result from publications of; or compliance with, these rules and regulations. They are intended only as a guide for the conduct of the sport.

General Rules
- SRA race rules and regulations shall apply to every licensee during any sanctioned event.
- SRA officials shall have full authority over licensees and simulators at all SRA sanctioned events. At the discretion of the SRA official(s) in charge, any competitor may be disqualified for rules violations or hazardous actions.
- Failure to provide a Social Security number, or providing a false Social Security number will result in immediate disqualification, a one (1)-year suspension and possible legal action by the Internal Revenue Service.
- Absolutely no alcoholic beverages will be consumed by a licensee two (2) hours prior to, or during a sanctioned event.
- All licensees must be a minimum of fifty-two (52) inches tall and if under the age of eighteen (18) years of age must have a signed and notarized parental consent form which is signed by a parent or legal guardian; said document shall be in the possession of the SRA office before participation of said individual will be allowed.
- All drivers must be in good standing in order to compete in any sanctioned SRA event.
- The SRA Sanctioning Board may make any additions and/or changes to the rules or regulations contained within this document with a majority vote. Any additions and/or changes will be posted on the NASCAR Silicon Motor Speedway website (www.SMSOnline.com) when in effect and reviewed prior to start of the next subsequent sanctioned event.
- There will be no refunds given for either the SRA annual membership or registration fee for any SRA sanctioned event. No Exceptions!
- All SRA drivers who receive cash and/or prizes must complete a Speedway Racing Association Affidavit of Eligibility & Liability/Publicity Release & Prize Acceptance for each cash or prize award. Failure to complete the Speedway Racing Association Affidavit of Eligibility & Liability/Publicity Release & Prize Acceptance will disqualify drivers from winning and receiving those cash and/or prizes.
Memberships
- SRA memberships may be purchased from Speedway Racing Association Operating Location listed in Appendix “A” of this manual. Driver’s who obtain a SRA Membership are considered licensees.
- The membership fee for the 2006 season is Nineteen dollars and ninety-five cents ($19.95) for a new member or five dollars ($5.00) for a current club member to upgrade to.
- The membership fee is good for three hundred and sixty-five (365) days from the date of purchase.
- The SRA Sanctioning Board will determine the 2007 membership fee and post said fee no later than December 1st, 2006 in all location listed in Appendix “A”.
- Membership in the Speedway Racing Association is open to all persons who are a minimum of fifty-two (52) inches tall.
- Memberships are non-transferable and are not to be used by anyone but to whom it was issued.
- The Association by means of expulsion or suspension in manner hereafter provided may terminate the membership of any licensee for:
- Violation of the rules and regulations set forth in this document.
- Involvement in and/or starting a disturbance including abusive language, or demonstrating unsportsmanlike conduct.
- Making verbal threats regarded as a potential danger and/or intent to do bodily harm directed at any:
- Licensee of SRA.
- Official or board member of SRA.
- Any employee of Interactive Motorsports and Entertainment Corporation or its subsidiaries.
- Any licensee or invitee of Interactive Motorsports and Entertainment Corporation or its subsidiaries.
- Using retaliatory and/or continual “over aggressive” racing tactics.
- Conduct is detrimental to the principals and aims of this association.
- Benefits of Membership in the Speedway Racing Association:
- Limited Edition 2006 SRA Driver’s License.
- Licensee can race in all SRA sanctioned events for which the licensee qualifies.
- The ability to race amongst your peers with multiple levels of competition.
- 10% discount on merchandise.(not available in all locations)
- $1.00 discount on individual races. (not available in all locations)
- Dedicated SRA section on the www.smsonline.com website which will allow the following:
- National Rankings.
- Driver Tips.
- List of all upcoming SRA Events.
- Ability to race restricted tracks.
- Access to Race Experience upgrades as they are released.
- Ability to Purchase SRA Pak’s for racing: (not available in all locations)
- Ten (10) races for sixty dollars ($60.00).
- E-mail offers, updates and merchandise announcements.
SRA Division Classifications
- The SRA ranking system is based on each driver’s skill. The SRA ranking system will be used by Speedway Racing Association Operating Locations to rank drivers nationally and locally for sanctioned events.
- There will be three divisions in which an SRA member will be ranked:
- Rookie
- Veteran
- Professional
- In utilizing this ranking system a driver will be able to compare their performance with drivers of like ability both at a local and a national level.
- Once you become a member of SRA you will be given an SRA Qualification Score (QS), which is based on your performance on Atlanta, Indianapolis, Lowe’s and Richmond during the 2006 season. Your QS will determine your SRA division ranking. Once your QS score determines your ranking at the start of the season you are “locked” into that division for the entire season.

Protests and Penalties
- Your first line of communication is the SRA official presiding over the event. List your concerns with the official in writing as listed below. The official will attempt to determine the validity of the protest immediately. If the official is unable to determine the validity of the protest then the procedures listed below will be followed:
- To protest a driver you must provide the residing official with a written protest stating:
- Who you are, including your car number, SRA membership number, your address and phone number.
- Who you are protesting, including their car number and full name.
- Date of protest.
- What the protest is concerning.
- Track the protested event took place.
- The approximate lap number the incident took place.
- The SRA official officiating the event.
- A five-dollar ($5.00) protest fee. This must be in cash only. NO PERSONAL CHECKS OR CREDIT CARDS WILL BE ALLOWED.
- Give these items to the official.
- The official will:
- Determine if the protest is valid and the driver being protested was indeed culpable. If the driver was clearly at fault and the incident was intentional then the driver will be disqualified from the event and will forfeit all winnings from the event, as well as all the SRA points for that race.
- If the official can not immediately determine if the protest is valid, whether there has been a rules infraction or not, then the official will receipt the protesting members money for the protest fee and make a video replay of the race for review the next day. The official will rule on the matter within forty-eight (48) hours.
- Only the SRA official(s), the protester, the driver being protested, and the Sanctioning Board will be made aware of the ruling.
- When the SRA official rules in favor of the member who is protesting after reviewing the video replay:
- The SRA official will return the five-dollar ($5.00) protest fee to the protesting member.
- The car who had the protest filed against them will be disqualified from the race and will forfeit all winning from the race, as well as all the SRA points earned for that race.
- The disqualified driver will be charged a ten-dollar ($10.00) fine to be paid to SRA. No additional SRA points will be earned until the fine is paid.
- In the event there is a disqualification then the other drivers in that race will be moved up in the finishing order by one position. In this case the other competitors will not be financially compensated by SRA or Interactive Motorsports and Entertainment Corporation or its subsidiaries.
- Other penalties may be imposed on the disqualified driver if deemed necessary by SRA Sanctioning Board.
- When SRA rules against the member who is filing the protest:
- The SRA will retain the protest fee and it will not be returned to the member.
- The protesting member will have his profile updated concerning the protest and its outcome.
- Please note that these are the procedures to be followed. Any type of verbal or physical abuse to an SRA official by a member who is making a protest could not only void the protest, but could possibly cause that member to suffer penalties on themselves.
Drivers
- All drivers competing are required to attend the Driver Meeting prior to any sanctioned event. This meeting will start 15 minutes prior to the scheduled event time. Failure to attend this meeting will result in a disqualification for that event and the driver will not be allowed to race. All entry money for the event will be forfeited.
- Tuned Cars will be allowed, if applicable. Drivers will be permitted to make set up changes at any time prior to the Driver’s Meeting. Tuning will not be permitted during an event.
- Drivers are not allowed to have a passenger during any sanctioned race.
- Drivers are not permitted to use any electronic device during a sanctioned event that has the potential of being used for one or two-way communication.
- If a driver wishes to depart the vehicle prior to the end of the race the driver must safely guide their simulator to pit road and bring the vehicle to a stop. Upon exiting the vehicle the driver must inform the SRA official to “Black Flag” his simulator. If the driver does not bring his car to a safe stop on pit road the driver will forfeit any points earned for that event and may face a suspension if the careless act interrupts the race for other competitors.
- Any driver who has not competed for five (5) consecutive sanctioned events will be pulled from the posted standings.
- Substitutions will not be allowed in any sanctioned event. Each licensee will be given two (2) SRA Passes per season. If a licensee cannot participate in a sanctioned event they may exchange one SRA Pass for sixty-seven (67) points to be awarded for that event. SRA Passes are not eligible to be “Doubled” when used for events which feature double points.
- Late arrivals will not be allowed to participate in any sanctioned event due to the fact that the licensee missed the mandatory Driver Meeting.
Sanctioned Races
- Every sanctioned event is open to any licensed member of the SRA who is in good standing.
- 2006 Sanctioned Events
- There is a copy of the 2006 Sanctioned Event Schedule in Appendix B.
- Race Postponement
- In the event an SRA sanctioned race must be postponed due to massive equipment failure, weather or any other reason the SRA Sanctioning Board determines, all registered licensees will be notified as soon as possible.
- The SRA official will announce the make up date.
- Registration for a Sanctioned Event
- To register for a sanctioned event a licensee may at their discretion:
- Call the Speedway Racing Association Operating location in which they will be racing the sanctioned event and give the following information:
- SRA Membership Number.
- Credit Card number that will be charged at the time of the call.
- Physically visit the site and register.
- It is important to note that reservations cannot be made for sanctioned events and payment is due at the time of registering.
- The deadline to register for any sanctioned event is sixty (60) minutes prior to its scheduled start time.
- Racing Sanctioned Events at Various Speedway Racing Association Operating Locations
- Any SRA member may race any sanctioned event at any Speedway Racing Association Operating location.
- The official points earned for that member must be communicated by the SRA official at the visiting property to the SRA official at the licensee’s home property.
- These points will be credited to the licensee’s total.
- Driver Check In
- All drivers must check in at the Race Registration counter no later than twenty (20) minutes prior the scheduled start time.
- Driver Meeting
- There will be a mandatory driver’s meeting 15 minutes prior to the start of each event. In this meeting the following items will be discussed:
- Introduction of the SRA official and assistants.
- Format of the current event will be reviewed.
- Driver groups will be assigned for the event.
- Current SRA standings will be posted.
- Any rules and regulation modifications the Sanctioning Body has made since the last event will be gone over for clarity purposes.
- Any questions on the rules and regulations will be answered.
- Race Format
- Driver Grouping (the driver grouping will be completed prior to the driver’s pit meeting).
- The grouping of drivers will be slightly different in each Speedway Racing Association Operating location due to the fluctuation of the number of simulators.
- To determine the number of groups to begin with, the SRA official will divide the number of licensees registered for the event by the number of simulator in the location. The quotient will determine the number of groups. If the quotient does not turn out to be a whole number (and chances are it will not) then the SRA official simply rounds up one group.
- For example if there were twenty-five (25) licensees registered for an event in an eight (8) simulator site the SRA official would divide twenty-five (25) by eight (8) and obtain 3.125. Since 3.125 is not a whole number the SRA official rounds up and thus creates four (4) groups.
- When the SRA official has established the number of groups that will participate in the event he then must assign a number to each group beginning with the number 1 and progressing in numerical order.
- In the above example the four (4) groups would be assigned the letters 1,2,3 and 4 respectively.
- Once the group numbers are assigned the SRA official will then assign each licensee registered for the event to a group. The official will simply go down the registration form and assign a number in sequential order based on the order of sign up for the event.

- Heat Races
- Car Selection
- The car selection will be based on a blind draw.
- The SRA official will have an amount of cards equivalent to the number of simulators in the respective location.
- Written on each card will be a number to correspond with a simulator number.
- The SRA official will place the cards, faced down on a flat surface for the blind draw.
- Beginning with Group 1 the licensee who registered first for the competition will choose a card. The card the licensee chooses will assign them the simulator they will keep for the duration of the heat race.
- Qualifying
- Each licensee in Group 1 will proceed to the simulator that was selected in the blind draw.
- There will be a three (3) lap black-flagged qualifying race to determine the starting order for the heat race.
The licensee with the best individual lap time during the three (3) lap black-flagged race will acquire the pole position for the heat race. The remaining starting order continues in the order of descending fastest individual lap times.
- Heat Race
- The heat race for Group 1 will be a seven (7) minute race on the designated track with the appropriate field of cars.
- The finishing order in the heat race will determine where individuals are placed for the Main Races.
- Remaining Groups
- The above sections of “Sanctioned Races 5(b)(i-iii)” will be repeated for all other numbered groups.
- The Main Races
- Bracket
- Below is an illustration of the bracket for the Main Races to be used.
- Please remember this is a sample bracket and the actual bracket make up will vary due to the number of registrants and simulators available.
- For a more detailed explanation please contact the local SRA official.
- If we use the example from Sanctioned Races 5(a)(iii) where this is an eight (8) simulator site and twenty-five (25) drivers were split into four (4) groups (1,2,3 and 4) for the heat races you will see the following:
- The top finisher in each of the four (4) heat races were automatically placed in the “A” Main.
- The second place finishers in each of the four (4) heat races were placed in the “B” Main.
- The third place finishers in each of the four (4) heat races were placed in the “C” Main.
- The fourth place finishers in each of the four (4) heat races were placed in the “D” Main.
- The fifth place finishers in each of the four (4) heat races were placed in the “E” Main.
- All the other drivers from the heat races were placed in the “F” Main.

- Races
- Randomly Inverted Starting Order and Car Selection
- The SRA official will use the Bracket to determine the starting order and car selection.
- It is important to note that the starting order will be randomly inverted for EVERY sanctioned event.
- A random draw of a number between 0 and the total number of cars being used in the event will determine how many starting positions will be inverted. For example, if a six (6) is drawn, then the top six starting positions will be inverted leaving the rest of the starting positions as they are. If a zero (0) is drawn, then the starting order remains the same.
- Car selection will be determined after the inversion with the driver starting on the pole choosing first.
- Length of each Main Race
- Below is a list of each Main race length depending on the track size:
- I, H, G, F and E Mains
- ½ Mile Track 35 Laps
- ¾ Mile Track 30 Laps
- 1 ½ Mile Track 20 Laps
- 2 Mile Track 15 Laps
- 2 ½ Mile Track 12 Laps
- D, C and B Mains
- ½ Mile Track 52 Laps
- ¾ Mile Track 45 Laps
- 1 ½ Mile Track 30 Laps
- 2 Mile Track 22 Laps
- 2 ½ Mile Track 18 Laps
- A Main
- ½ Mile Track 70 Laps
- ¾ Mile Track 60 Laps
- 1 ½ Mile Track 40 Laps

- Last Chance Race
- There will be a final race for all drivers eliminated in the Main Races prior to running the A Main. The winner of this race will advance to the A Main.
- In the event that there are more drivers eliminated during the main races than there are cars, the field will be determined by the driver’s best lap time during the main race that they were eliminated.
- The starting order will be determined by ranking the drivers by their best lap time during the main that they were eliminated with the fastest driver ranked first. Then the field will be randomly inverted as previously outlined in “Sanctioned Races” 8 (C) (ii) 1.
- Size of Field
- In every SRA sanctioned race we will run a field of thirty-two (32) cars for tracks larger than one (1) mile and a field of twenty (20) for tracks smaller than one (1) mile.
Points
- Racing Points
- Illustration “Points - A” below is a table of the points to be awarded by the SRA official to the drivers that qualify for and race in the “A” Main at each sanctioned event.
- Please note that since we are running with thirty-two (32) cars the driver is awarded points based on his finish overall and not just with regard to the other human drivers.
- Illustration “Points - B” below is a table of points to be awarded by the SRA official to the drivers that qualify for a designated Main Race other than the “A” Main but do not go on to advance to the next race.
- Bonus Points
- The only bonus points to be awarded during a sanctioned event by the SRA official will be to the driver who wins their respective heat race and is sent directly to the “A” Main. Each Heat winner will be awarded five (5) Bonus Points.
- Double Points Events
- Throughout the 2006 SRA season there will be two (2) events that a licensee can earn double points for that single event. The SRA official will take the final point standings from the event, double the points for all licensees and these points will then become the final adjusted points and be credited to the licensee. SRA Passes are not eligible to be “Doubled” when used for events which feature double points.

Technical
- The Speedway Racing Association Operating Location Technical Manager with assistance from the SRA official will make an inspection of all simulators at least one (1) hour prior to the scheduled event start time.
- In the event a simulator is unusable a modification to the race bracket will be made as discussed above in Sanctioned Race 9(c)(i)(1).
- Breakdowns
- As in real racing, equipment breakdowns do and will happen from time to time. It is part of racing and another variable that makes it an exciting sport. If a breakdown occurs during a race:
- Continue racing if you can do so. As in real racing you are driving a damaged car (i.e. stops moving, seat will not lock in place, etc.). Make the proper adjustment and you may still place at the top.
- If you cannot continue to race for any reason (i.e. screens go blank, transmission broken, etc.) guide your car to a complete stop on pit road. As mentioned above if you do not safely stop on pit road other penalties may apply.
- Points will be awarded based on the finishing place for the sanctioned event.
- Obtaining the SRA official’s attention while racing
- If it is necessary to obtain the SRA official’s attention during a race the driver must press the Emergency Stop Button located within each simulator.
- The simulator’s physical motion will stop but the driver is still immersed in the race so be careful.
- Once the official comes to the window of the simulator the driver must quickly inform him of his needs.
- The official will then take appropriate action.
- The official will then reset the simulator and the driver’s physical motion will begin again.
- On-Screen Cars
- It must be understood that virtual racing is a developing technology and at times the artificial intelligence cars known as drones may act in an unpredictable manner during a race. For this reason protests will not be allowed based on the behavior of an on-screen car. Every driver in the race is competing under similar circumstances with regard to these cars.

- The prize pool will be determined by taking twenty (20) percent of the total amount of entry fees collected for each sanctioned event.
- Disbursement
- 1st Place – 50% of the event prize pool
- 2nd Place – 30% of the event prize pool
- 3rd Place – 20% of the event prize pool
- Payment
- Payment will be made in the form of cash from the SRA official.
- A Speedway Racing Association Affidavit of Eligibility & Liability/Publicity Release & Prize Acceptance form must be completed to enable payment.
TENTATIVE 2006 SRA Site Champion
- The Professional Driver with the most points accrued during the season will be Site Champion.
